Sharing the Road with Tractor Trailers

For the automobile driver and his passengers, a collision with a truck, especially a tractor trailer, can have serious and sometimes fatal consequences. After the fact, it may not make much difference to the injured or dead which driver caused the accident. Moreover, automobile drivers cannot always avoid an accident with a tractor trailer because they have no control over the actions of either the truck driver or his employer the trucking company. Truck driver fatigue, driver substance abuse, poor truck maintenance, inadequate driver and safety training, as well as tight delivery schedules may play a role in tractor trailer accidents. What's a driver to do?

Fortunately, an automobile driver can employ a number of defensive driving measures which will reduce the risk of colliding with a tractor trailer. First, it is imperative that automobile drivers recognize and respect the operational limitations of tractor trailers. Tractor trailers do not have the same ability to maneuver in traffic that automobiles do. Always keep this in mind as you drive with trucks nearby. For example, where a car traveling 55 MPH can come to a stop within about 265 feet, it will take a large truck 313 feet to stop.

This limitation leads to an important safety rule. Always keep your vehicle a safe distance behind or in front of a tractor trailer. Should you need to stop suddenly, you want the truck behind you to have sufficient space in which to stop without striking your vehicle's rear end. Likewise, you want to be able to stop your own vehicle if the truck in front of you slows down suddenly. Never follow a truck closely or let one follow you closely.

A corollary to this rule involves situations where the automobile driver passes a truck and then abruptly cuts back into the truck's travel lane without leaving sufficient distance between truck and car. Such an unexpected move can force the truck driver to slam on his brakes endangering not just the vehicle cutting in front but others close by. Make sure you have safely passed a truck, leaving plenty of distance between the two of you, before you attempt to move back into the truck's travel lane. Likewise, don't pass a tractor trailer quickly and then cut directly in front of it with the intention of exiting the highway. This behavior causes accidents.

You may have heard about "blind spots" or "no-zones". You don't want your vehicle traveling in a "blind spot" for more than a few seconds. Most vehicles, even cars, have blind spots. These are spaces you cannot see in your rear or side view mirrors. These "no-zones" around the left rear, right front, and the back of a tractor trailer are large. When your car moves into a "blind spot" while it passes a truck, the truck driver can't see you or your car. The most immediate danger is that the truck driver will pull left or right into your travel lane without seeing you, causing a collision.

What can you do to reduce the risk of such a collision? Do not travel alongside a tractor trailer for longer than it takes you to move past the truck at a reasonable speed. This sounds simple enough, but it is not unusual for many of us to find ourselves cruising down a major highway beside a truck, sometimes for several miles at a time. The road ahead is clear, the weather is good, and we think nothing of it.

Make it a habit, as you approach a tractor trailer, to either pass the truck immediately or drop back in your lane behind the truck to a point where the truck driver can see your vehicle easily in his side view mirror. Likewise, before you begin passing a truck, make sure it doesn't have its left turn signal activated and that it doesn't appear to be moving, even slightly, towards your lane of travel. These are indications the truck driver is contemplating an imminent lane change. You can't just assume the driver knows you're there or that he will wait for you to complete your pass before he moves into your lane. Maybe he will, but maybe he won't!

Sometimes, stopping your vehicle on the highway or on the shoulder is unavoidable. Remember, however, that there are few things more dangerous to all passengers and vehicles on the road than another vehicle stalled in a travel lane. If there is any way you can drive your vehicle entirely off the highway and also off the shoulder, do so.

Think ahead. If your vehicle seems to be developing mechanical problems or your gas gauge is near "empty", don't wait to take action to resolve these difficulties. Many a fatality has occurred when a tractor trailer driver fails to recognize soon enough that the vehicle ahead in his travel lane is at a dead stop. The trucker can't come to a halt in time and ploughs into the rear of the stalled vehicle. Ordinarily, the automobile's occupants don't stand a chance under these circumstances.

It is best for you and your passengers to get out of harm's way entirely if you can exit your broken down vehicle safely. After you activate your hazard lights, get as far off the highway as possible and as quickly as you can. Another auto or truck may crash into the rear of your car, and one or both vehicles could be knocked off the roadway in your direction. Keep in mind, however, that abandoning your vehicle on the road itself is extraordinarily dangerous for approaching vehicles.

On the other hand, it may be equally dangerous for you and your passengers to stay in your vehicle or try to push it off the road. Use good judgment under all the circumstances. One of the first things to do is contact the state and/or local police immediately to alert them to the road hazard. Law enforcement officers can warn approaching traffic of the hazard, reroute traffic safely around your broken down vehicle, and have it moved off the road promptly.

At night, vehicles stopped on the road or shoulder become even more dangerous. It can be almost as hazardous to stop on a highway shoulder after dark as it is to stop in a highway travel lane. No one sees well in the dark. Night vision can play strange tricks on what all of us perceive and think we see. Those tail lights far ahead of us may be nothing more than reflectors posted on either side of a driveway. On the other hand, the lights we see in the distance and assume belong to a vehicle in a moving travel lane may belong instead to a vehicle stalled on the road or shoulder. If the driver of a tractor trailer makes this error and follows what he perceives to be a moving lane of travel, he is likely to strike the stopped vehicle whether it is in a travel lane or on the shoulder. Truckers are especially prone to make this mistake at night when they are tired after a long day's drive.

Such accidents are not uncommon, and unfortunately you read about them in the newspaper or see them reported on the television news. The most tragic examples involve cases where a "good Samaritan" stops in front of or behind the broken down automobile to render aid. The vehicle occupant(s) and the "good Samaritan" are checking under the hood of the car or are changing a tire when the tractor trailer slams into the rear of the vehicles. Don't hang around a broken down vehicle at night. Leave its hazard lights in operation. If you can safely set out flares or triangles, do so, but, otherwise, leave the scene immediately and call for help. Stay in a safe place, out of the danger zone, until help arrives. State troopers and police officers are trained to handle these situations. You are not.

Watch out for the tractor trailer making a right turn. You don't want to be the victim of what is commonly called a "right turn squeeze". Tractor trailers cannot turn on a short radius. To make a sharp right turn at an intersection, they must "swing wide". This means they often don't approach the intersection entirely in what we think of as the "turning" lane. In making a right turn, the truck driver may move towards the left, either partially out of the right lane or completely out of it in the next lane over. This sometimes confuses the automobile operator approaching the same intersection. He may conclude, wrongly, that the truck is making a left turn or simply moving straight ahead.

In this situation, look first for the tractor trailer's turn signals. Is the right turn signal activated? If so, you know the truck driver is preparing to turn right. Stay in your lane behind the truck. Don't try to squeeze in to the right of the truck thinking you can get the jump on him when the light turns green. Don't pull up to the intersection alongside the tractor trailer and assume its driver knows you're there. You will have moved directly into his "blind spot".

Just because your driver's side window is directly opposite the truck's passenger side window doesn't mean the truck driver can look out his window and see you. Usually he can't because he sits high up in the truck cab. If the truck driver doesn't know you're there, he is likely to cut you off as he makes his turn. Suddenly, you find yourself in the middle of a "squeeze play" between the truck on your left and the curb on your right.

Of course, you may have passed beyond the rear turn signals of a long tractor trailer when the trucker first activates his signal. As a result, in the end, you can't rely simply on whether or not the truck's right turn signal is blinking. You have to make a judgment call, and it is better to err on the side of caution. Before sliding into the space immediately to the right of a tractor trailer at an intersection, keep in mind that the truck may start turning right, directly into your path. When the red light turns green or as you approach the front end of a truck on your left side, watch the truck carefully for signs it is beginning to move into your lane of travel. If it does, take quick action to avoid it.

There is always the potential for a collision when either your vehicle or a tractor trailer is merging into traffic. If you merge into traffic improperly, from the shoulder of a highway, for example, you may cause a nearby tractor trailer to brake or turn suddenly. This may, in turn, cause a collision. Whenever you see a truck ahead of you merging into traffic, slow down and let the truck merge in front of you. Trucks simply don't have the ability to accelerate as quickly as automobiles do.

The most potentially dangerous place on the road to find yourself is between two tractor trailers - both within a few hundred feet in front of and behind your vehicle. Just imagine what will happen to you and your car if the truck ahead slows down or stops suddenly without warning, and the truck behind you has to do the same when you begin to slow down or stop for the truck ahead. It is not a pretty picture. Remember, you can't see around a tractor trailer to know what is going on in front of it which means you are unlikely to have any warning of the impending slow down of the truck ahead of you.

It goes without saying that unsafe speed contributes to tractor trailer accidents. Never approach a tractor trailer too fast from the rear. Also keep in mind that it is easy to misjudge a truck's speed, especially as it approaches you.

There are many ways motorists, primarily automobile operators, can share the roads and highways more safely with nearby trucks and tractor trailers. This is not to suggest that truck drivers do not engage in unsafe behavior themselves. They do. However, whenever there is a collision between an automobile and tractor trailer, the automobile operator and his passengers are much more likely to die in the crash than the truck driver. Statistics tell us that 86 percent of those persons killed in accidents involving large trucks were not occupants of the truck. They were, for the most part, occupants of passenger vehicles. As a result, it is the automobile driver who has the most to lose in any collision with a large truck. Consequently, it is up to the automobile driver to keep the odds in his favor by driving defensively whenever he sees tractor trailers and large trucks close by.

Which College Should Your Student Attend?

As you and your children research, investigate and visit colleges that may be of interest, you will find that each college has a different look, feel and appeal. Some you will like. Others you won't. That's all part of the process for narrowing the field.

To help ensure that you and your children make clearly focused decisions, you can use the information that follows to rank your choices. Some of you may want to use a five point scale to rate each college on items 4 - 11. In that way, parents and students can more easily compare colleges on individual items and total scores. You can even add items, if that would be helpful. However, the first three items on this list should be fully discussed and agreed upon long before you begin to look at colleges.

1. Evaluate Your Financial Position - How many children do you have? How much money can you afford for each child's college education? Is the student able and willing to obtain a part-time job? What is the likelihood that your student will receive a significant amount of grant and merit scholarship money? Is the student willing to take on one or more student loans? As parents, are you willing to take on one or more loans to help pay for college?

2. Consider Cost Reduction Alternatives - Since money is a concern for most parents, students should consider community colleges and lower cost four year colleges. However, be sure to check out the ratings and reputations of those colleges. It pays to attend a college that has a good reputation. Then, if you obtain good grades, you may be able to transfer to a higher ranked, four year college. Don't ignore the savings that can be gained by attending a local college and living at home. Does the student need a car? Should the student attend college on a part-time, pay as you go basis? Explore the alternatives to determine which one is best for you.

3. Rate Your Student's High School Performance - Be honest. What is the quality of the high school your child has attended? The best colleges will take this into consideration. Carefully evaluate your student's high school performance, including the following: academic achievement, leadership roles, participation and performance in school activities, community involvement and service, part-time work, critical life experiences, obstacles that were overcome and outstanding achievements. In what areas has your student been recognized by others for having achieved excellence? What is the likelihood that your student will excel in college?

4. Financial Aid - First, you should be interested in Grants and Scholarships, not loans. How

much money is each college willing to offer your child? Is there enough difference between the offers to influence the student's college choice? Qualified students should begin to investigate local and national scholarships and grant money early in their junior year of high school. After all possible grants and scholarships have been investigated, look at other options including work-study programs, part-time jobs and loans. Since student loans come in all shapes and sizes, both students and parents should carefully consider each loan option. Obviously, some loans are more repayment friendly than others. Make certain that you fully understand all loan requirements before you commit. Also understand that you may be repaying those college loans for more than twenty years.

5. College Ratings - Most colleges have an international, national, state or local reputation. What are the reputations of the colleges to which your student will be applying? Are any of the colleges known for the field that your student plans to enter? Colleges with a the best reputations can be helpful when it's time to look for a job.

6. Career Services - Does the Career Services office have enough employees to provide personal assistance, classes and training for every student, or do they merely provide information on their web site? Do they provide students with assistance in every aspect of the job search: A Goal, A Plan, Assessment Instruments, Research, Networking, The Resume, Interviewing, References and more? Can they help students with internships, part-time and summer jobs? Can they steer students to alumni who are already working in their field of interest?

7. Job Placement Statistics - Colleges are very clever with the statistics they present. Many colleges state that 95% or more of their students are employed within six months of graduation. However, those numbers don't tell you how many students are working in their field of interest and if they are earning a living wage. Are graduates forced to live at home because they can't afford to live independently and still pay off their college loans? Before selecting a college, students should find out how many employers, in their field of interest, actually come to that campus to recruit students. How many students, in that field, received job offers as the result of campus interviews? What were the titles of the jobs they were offered? How much did they pay? Where were they located? Parents and students have a vested interest in these answers.

8. Campus Safety & Security - Every college has safety and security issues. What are the statistics for the past four years? Ask about Murders, Rapes, Assaults, Stalking, Thefts and Intruders. What prevention measures are in place? With regard to major security events, what is the college's track record and ability to immediately communicate with students about lock downs? How does the college handle Contagious Health Issues - Meningitis, etc.? Are you satisfied with the way each college has handled such problems? Be sure to ask about and investigate dorm security. Talk with current students about these issues.

9. Counseling Services - What counseling services are offered? Which of the counseling services is your student most likely to need? Students often seek counseling for anxiety, depression, eating disorders, drugs, drinking, academic performance and career issues. How comprehensive are these services? How frequently has each service been used by students in past years? What are the success rates?

10. Parent Association - Which colleges have a Parent Association? If they have one, you will be able to talk with other parents about any issues that concern you. Make a judgment whether each college is parent and family friendly. You will find that some are interested in parent opinions, suggestions and involvement, while others are not. Some colleges only want your tuition payments and annual donations.

11. Campus Activities - When students have a special interest, make certain that the colleges under consideration provide the student with an opportunity to participate. Other students may prefer colleges with a broad array of activities, so they can explore their options and test their skills.

As you get down to the four or five colleges that hold the most interest, are appropriate for the student's qualifications and meet your personal financial requirements, the application process can begin. Many students apply a strategy to help ensure acceptance at colleges that fit their needs and wants. They apply to one or two colleges they consider to be a stretch, two or three in which they are confident of acceptance and one or two that they consider to be a slam dunk. This is an excellent strategy to consider, since the competition at high quality, lower cost colleges will always be stiff. Keep in mind that some colleges accept as few as 20% of their applicants.

When parents perform well during this process, they will have helped their children to gather and evaluate important college information, explore the alternatives, focus on the things that will enable students to find success and teach their children how to make sound and informed decisions. However, once the choices are reduced to the two or three most suitable colleges, the final selection should be left to the student.

Law and Politics are usually confused with one another and cannot be meticulously separated from each other; as we usually hear the Faculty of Law and Politics, Center for Political and Legal Tuition, Professor of Law and Politics, etc. These are the facts that initiate me an idea to bring the core difference between Law and Politics and put it on a public display. The core difference would help the student to deeper understand the subject matters.

If you commit or are accused of committing a crime in the country in which you are residing in, you or your lawyer are not entitled to interpret the law out of the laws being enforced in your residing country. To a stricter extent, the laws being used for interpretation must circumnavigate the crime that you did or are accused of committing. This case is different from "political interpretation."

Law and Politics may be equally broad, but interpretation in politics is much broader than in legal one. Have you ever noticed that a political analyst for a university in America would use approach in political interpretation by drawing examples from any country, any sources and any celebrities in the world. Political interpretation (analysis) is not as "within" as in law.

Politics is much more flexible and so much softer than law. Other merits why politics allow much broader interpretation, because we even see a huge similarities between socialist and capitalist states (similar political application), but the laws in these two separate kinds of state are totally different. I know the last one sentence is too vague for you, but let's start the legal and political interpretation.

Small Business Health Insurance – The Best Policy Is A Great Agent

I have been a health insurance broker for over a decade and every day I read more and more "horror" stories that are posted on the Internet regarding health insurance companies not paying claims, refusing to cover specific illnesses and physicians not getting reimbursed for medical services. Unfortunately, insurance companies are driven by profits, not people (albeit they need people to make profits). If the insurance company can find a legal reason not to pay a claim, chances are they will find it, and you the consumer will suffer. However, what most people fail to realize is that there are very few "loopholes" in an insurance policy that give the insurance company an unfair advantage over the consumer. In fact, insurance companies go to great lengths to detail the limitations of their coverage by giving the policy holders 10-days (a 10-day free look period) to review their policy. Unfortunately, most people put their insurance cards in their wallet and place their policy in a drawer or filing cabinet during their 10-day free look and it usually isn't until they receive a "denial" letter from the insurance company that they take their policy out to really read through it.

The majority of people, who buy their own health insurance, rely heavily on the insurance agent selling the policy to explain the plan's coverage and benefits. This being the case, many individuals who purchase their own health insurance plan can tell you very little about their plan, other than, what they pay in premiums and how much they have to pay to satisfy their deductible.

For many consumers, purchasing a health insurance policy on their own can be an enormous undertaking. Purchasing a health insurance policy is not like buying a car, in that, the buyer knows that the engine and transmission are standard, and that power windows are optional. A health insurance plan is much more ambiguous, and it is often very difficult for the consumer to determine what type of coverage is standard and what other benefits are optional. In my opinion, this is the primary reason that most policy holders don't realize that they do not have coverage for a specific medical treatment until they receive a large bill from the hospital stating that "benefits were denied."

Sure, we all complain about insurance companies, but we do know that they serve a "necessary evil." And, even though purchasing health insurance may be a frustrating, daunting and time consuming task, there are certain things that you can do as a consumer to ensure that you are purchasing the type of health insurance coverage you really need at a fair price.

Dealing with small business owners and the self-employed market, I have come to the realization that it is extremely difficult for people to distinguish between the type of health insurance coverage that they "want" and the benefits they really "need." Recently, I have read various comments on different Blogs advocating health plans that offer 100% coverage (no deductible and no-coinsurance) and, although I agree that those types of plans have a great "curb appeal," I can tell you from personal experience that these plans are not for everyone. Do 100% health plans offer the policy holder greater peace of mind? Probably. But is a 100% health insurance plan something that most consumers really need? Probably not! In my professional opinion, when you purchase a health insurance plan, you must achieve a balance between four important variables; wants, needs, risk and price. Just like you would do if you were purchasing options for a new car, you have to weigh all these variables before you spend your money. If you are healthy, take no medications and rarely go to the doctor, do you really need a 100% plan with a $5 co-payment for prescription drugs if it costs you $300 dollars more a month?

Is it worth $200 more a month to have a $250 deductible and a $20 brand name/$10 generic Rx co-pay versus an 80/20 plan with a $2,500 deductible that also offers a $20 brand name/$10generic co-pay after you pay a once a year $100 Rx deductible? Wouldn't the 80/20 plan still offer you adequate coverage? Don't you think it would be better to put that extra $200 ($2,400 per year) in your bank account, just in case you may have to pay your $2,500 deductible or buy a $12 Amoxicillin prescription? Isn't it wiser to keep your hard-earned money rather than pay higher premiums to an insurance company?

Yes, there are many ways you can keep more of the money that you would normally give to an insurance company in the form of higher monthly premiums. For example, the federal government encourages consumers to purchase H.S.A. (Health Savings Account) qualified H.D.H.P.'s (High Deductible Health Plans) so they have more control over how their health care dollars are spent. Consumers who purchase an HSA Qualified H.D.H.P. can put extra money aside each year in an interest bearing account so they can use that money to pay for out-of-pocket medical expenses. Even procedures that are not normally covered by insurance companies, like Lasik eye surgery, orthodontics, and alternative medicines become 100% tax deductible. If there are no claims that year the money that was deposited into the tax deferred H.S.A can be rolled over to the next year earning an even higher rate of interest. If there are no significant claims for several years (as is often the case) the insured ends up building a sizeable account that enjoys similar tax benefits as a traditional I.R.A. Most H.S.A. administrators now offer thousands of no load mutual funds to transfer your H.S.A. funds into so you can potentially earn an even higher rate of interest.

In my experience, I believe that individuals who purchase their health plan based on wants rather than needs feel the most defrauded or "ripped-off" by their insurance company and/or insurance agent. In fact, I hear almost identical comments from almost every business owner that I speak to. Comments, such as, "I have to run my business, I don't have time to be sick! "I think I have gone to the doctor 2 times in the last 5 years" and "My insurance company keeps raising my rates and I don't even use my insurance!" As a business owner myself, I can understand their frustration. So, is there a simple formula that everyone can follow to make health insurance buying easier? Yes! Become an INFORMED consumer.

Every time I contact a prospective client or call one of my client referrals, I ask a handful of specific questions that directly relate to the policy that particular individual currently has in their filing cabinet or dresser drawer. You know the policy that they bought to protect them from having to file bankruptcy due to medical debt. That policy they purchased to cover that $500,000 life-saving organ transplant or those 40 chemotherapy treatments that they may have to undergo if they are diagnosed with cancer.

So what do you think happens almost 100% of the time when I ask these individuals "BASIC" questions about their health insurance policy? They do not know the answers! The following is a list of 10 questions that I frequently ask a prospective health insurance client. Let's see how many YOU can answer without looking at your policy.

1. What Insurance Company are you insured with and what is the name of your health insurance plan? (e.g. Blue Cross Blue Shield-"Basic Blue")

2. What is your calendar year deductible and would you have to pay a separate deductible for each family member if everyone in your family became ill at the same time? (e.g. The majority of health plans have a per person yearly deductible, for example, $250, $500, $1,000, or $2,500. However, some plans will only require you to pay a 2 person maximum deductible each year, even if everyone in your family needed extensive medical care.)

3. What is your coinsurance percentage and what dollar amount (stop loss) it is based on? (e.g. A good plan with 80/20 coverage means you pay 20% of some dollar amount. This dollar amount is also known as a stop loss and can vary based on the type of policy you purchase. Stop losses can be as little as $5,000 or $10,000 or as much as $20,000 or there are some policies on the market that have NO stop loss dollar amount.)

4. What is your maximum out of pocket expense per year? (e.g. All deductibles plus all coinsurance percentages plus all applicable access fees or other fees)

5. What is the Lifetime maximum benefit the insurance company will pay if you become seriously ill and does your plan have any "per illness" maximums or caps? (e.g. Some plans may have a $5 million lifetime maximum, but may have a maximum benefit cap of $100,000 per illness. This means that you would have to develop many separate and unrelated life-threatening illnesses costing $100,000 or less to qualify for $5 million of lifetime coverage.)

6. Is your plan a schedule plan, in that it only pays a certain amount for a specific list of procedures? (e.g., Mega Life & Health & Midwest National Life, endorsed by the National Association of the Self-Employed, N.A.S.E. is known for endorsing schedule plans) 7. Does your plan have doctor co-pays and are you limited to a certain number of doctor co-pay visits per year? (e.g. Many plans have a limit of how many times you go to the doctor per year for a co-pay and, quite often the limit is 2-4 visits.)

8. Does your plan offer prescription drug coverage and if it does, do you pay a co-pay for your prescriptions or do you have to meet a separate drug deductible before you receive any benefits and/or do you just have a discount prescription card only? (e.g. Some plans offer you prescription benefits right away, other plans require that you pay a separate drug deductible before you can receive prescription medication for a co-pay. Today, many plans offer no co-pay options and only provide you with a discount prescription card that gives you a 10-20% discount on all prescription medications).

9. Does your plan have any reduction in benefits for organ transplants and if so, what is the maximum your plan will pay if you need an organ transplant? (e.g. Some plans only pay a $100,000 maximum benefit for organ transplants for a procedure that actually costs $350-$500K and this $100,000 maximum may also include reimbursement for expensive anti-rejection medications that must be taken after a transplant. If this is the case, you will often have to pay for all anti-rejection medications out of pocket).

10. Do you have to pay a separate deductible or "access fee" for each hospital admission or for each emergency room visit? (e.g. Some plans, like the Assurant Health's "CoreMed" plan have a separate $750 hospital admission fee that you pay for the first 3 days you are in the hospital. This fee is in addition to your plan deductible. Also, many plans have benefit "caps" or "access fees" for out-patient services, such as, physical therapy, speech therapy, chemotherapy, radiation therapy, etc. Benefit "caps" could be as little as $500 for each out-patient treatment, leaving you a bill for the remaining balance. Access fees are additional fees that you pay per treatment. For example, for each outpatient chemotherapy treatment, you may be required to pay a $250 "access fee" per treatment. So for 40 chemotherapy treatments, you would have to pay 40 x $250 = $10,000. Again, these fees would be charged in addition to your plan deductible).

Now that you've read through the list of questions that I ask a prospective health insurance client, ask yourself how many questions you were able to answer. If you couldn't answer all ten questions don't be discouraged. That doesn't mean that you are not a smart consumer. It may just mean that you dealt with a "bad" insurance agent. So how could you tell if you dealt with a "bad" insurance agent? Because a "great" insurance agent would have taken the time to help you really understand your insurance benefits. A "great" agent spends time asking YOU questions so s/he can understand your insurance needs. A "great" agent recommends health plans based on all four variables; wants, needs, risk and price. A "great" agent gives you enough information to weigh all of your options so you can make an informed purchasing decision. And lastly, a "great" agent looks out for YOUR best interest and NOT the best interest of the insurance company.

So how do you know if you have a "great" agent? Easy, if you were able to answer all 10 questions without looking at your health insurance policy, you have a "great" agent. If you were able to answer the majority of questions, you may have a "good" agent. However, if you were only able to answer a few questions, chances are you have a "bad" agent. Insurance agents are no different than any other professional. There are some insurance agents that really care about the clients they work with, and there are other agents that avoid answering questions and duck client phone calls when a message is left about unpaid claims or skyrocketing health insurance rates.

Remember, your health insurance purchase is just as important as purchasing a house or a car, if not more important. So don't be afraid to ask your insurance agent a lot of questions to make sure that you understand what your health plan does and does not cover. If you don't feel comfortable with the type of coverage that your agent suggests or if you think the price is too high, ask your agent if s/he can select a comparable plan so you can make a side by side comparison before you purchase. And, most importantly, read all of the "fine print" in your health plan brochure and when you receive your policy, take the time to read through your policy during your 10-day free look period.

If you can't understand something, or aren't quite sure what the asterisk (*) next to the benefit description really means in terms of your coverage, call your agent or contact the insurance company to ask for further clarification.

Furthermore, take the time to perform your own due diligence. For example, if you research MEGA Life and Health or the Midwest National Life insurance company, endorsed by the National Association for the Self Employed (NASE), you will find that there have been 14 class action lawsuits brought against these companies since 1995. So ask yourself, "Is this a company that I would trust to pay my health insurance claims?

Additionally, find out if your agent is a "captive" agent or an insurance "broker." "Captive" agents can only offer ONE insurance company's products." Independent" agents or insurance "brokers" can offer you a variety of different insurance plans from many different insurance companies. A "captive" agent may recommend a health plan that doesn't exactly meet your needs because that is the only plan s/he can sell. An "independent" agent or insurance "broker" can usually offer you a variety of different insurance products from many quality carriers and can often customize a plan to meet your specific insurance needs and budget.

Over the years, I have developed strong, trusting relationships with my clients because of my insurance expertise and the level of personal service that I provide. This is one of the primary reasons that I do not recommend buying health insurance on the Internet. In my opinion, there are too many variables that Internet insurance buyers do not often take into consideration. I am a firm believer that a health insurance purchase requires the level of expertise and personal attention that only an insurance professional can provide. And, since it does not cost a penny more to purchase your health insurance through an agent or broker, my advice would be to use Ebay and Amazon for your less important purchases and to use a knowledgeable, ethical and reputable independent agent or broker for one of the most important purchases you will ever make....your health insurance policy.

Lastly, if you have any concerns about an insurance company, contact your state's Department of Insurance BEFORE you buy your policy. Your state's Department of Insurance can tell you if the insurance company is registered in your state and can also tell you if there have been any complaints against that company that have been filed by policy holders. If you suspect that your agent is trying to sell you a fraudulent insurance policy, (e.g. you have to become a member of a union to qualify for coverage) or isn't being honest with you, your state's Department of Insurance can also check to see if your agent is licensed and whether or not there has ever been any disciplinary action previously taken against that agent.

In closing, I hope I have given you enough information so you can become an INFORMED insurance consumer. However, I remain convinced that the following words of wisdom still go along way: "If it sounds too good to be true, it probably is!" and "If you only buy on price, you get what you pay for!"

How to Discover Your True Career Passion, and Make a Flawless Midlife Career Change

I worked at a Profession that was a Family Tradition my entire working career.

I started out working after class got out, every day through High School, while a Teen.

After that, I went to College during the Mid - Seventies.

  • Through the years, I was simply too caught up making a living to realize what else I would enjoy doing.
  • The money and benefits were good, so I stuck with it until I retired.
  • I have always had an interest in Psychology and Writing.
  • There was this prevailing Feeling within, constantly reminding me to follow my Heart and choose a different Profession.
  • I never knew what that would be, until recently.
  • Do any of the above Ring true for You?
  • I decided that if I were to do a Midlife Career Change, my Career Choice would have to be one that not only inspired me, but could be worked at directly from home.

I was able to take an early retirement at age 55. I desperately wanted a change in career. I was searching for something I would have a passion for doing. I wanted to do something on the Internet, but did not know what I wanted to do, or how to go about doing it.

I searched and searched, and ended up confused and completely frustrated with the information overload I absorbed from the Web.

I recalled all those Career Assessment Tests I took way back in College. I remember one test told me I had the personality traits of a Bus Driver and College Professor. Interesting... I had forgotten what the other tests told me about me.

I was looking for something I could do on the internet as a business. I went to various Career Test Websites and took some of their practice tests to see what my aptitudes were.

I did not come up with any suggestions I favored. These Tests were free tests I took, but each one told me something different about myself. There did not seem to be any consistencies I could recognize.

So, maybe you want a Second Career too. But, This time around, you want to do something you are Passionate about. Why do it any other way - Especially, if you did not like your previous profession that much? You do not want to choose something to do you will not like doing again, right? You want to Love doing it this time. Now is your chance to do it right.

Maybe you are a bit UNSURE about what it is you would fit into as a brand new career. No problem. There are Career Assessment Tests you can take that can help you. There are also Free Tests, but you have to be careful. If they are not researched and Scientifically validated tests, the test results may not be as reliable as you would like.

You could end up choosing the wrong education and training for a career you really don't have the interest or aptitude for. The Test may say you are more of an Artist type, when in fact you love Public Speaking and are an Extrovert. This potential Career Mismatch could mean a lot of wasted time, effort, money and one big disappointment and heartache.

Teens looking for their first job, and someone making a Midlife Career Change may have something in common. They may be both unsure about what it is their passion resides in. If you are middle aged, you have an advantage, that you at least have had a career or two under your belt. A teen may not have even been employed once.

If you already know what your passion is, fine. But, if you do not, you will have to search yourself for it. Discovering Mine came late. But, Better late than never. Find your passion and Verify it through the Sounding Board of a Career Test. This will Make Certain you have the Career Aptitude and Working Personality for doing the Career Choice you have in mind. You can always receive training and the schooling to fit your passion and make it into a Career Reality.

You Do Have Options...

  • Find out what you Love to do or are Passionate about, be it a Hobby or any Special Interest.
  • Then take a couple Career Aptitude and Personality Assessments to reality check the possibility of turning it into a Career.
  • Study the list of compatible careers in the printable read out which they will give you after you take the Career Test.
  • If the tests you take are Scientifically Validated and Reliable tests, the suggestions and results from the various tests will collectively parallel each other.
  • In other words, you will start to hear the same things ringing true about your skills, abilities and interests over and over, as they pertain to certain repeated Career Recommendations.
  • Do the research about what the Job Duties are for your Dream Job, and judge for yourself if you are going to like to do them or not.
  • Visit and talk to those people within those jobs. Get it first hand from those who know the best.
  • Weigh all outward Data received against your inner Personal Core Values.
  • Know How much all the training costs, where it is and how long it will take to complete.
  • Figure out how you are going to put your plan together. Make a strategy with small doable goal steps to pull the entire plan into one big clear picture.
  • Will you work at your old job and train for the another in your spare time? It has been done, and it still can be. You can do it if you make it one of your personal priority career goals.
  • You can also create a budget plan, if times will be on the lean side while financing your new career training.

To Change Careers or Not

You don not have to make a Mid Life Career Change at all. You do not have to do anything but what you want to do. You can keep things just the way they are. It's your life, live it your way. Chances are that if you are here now, you want another career.

But, You do have options. All we need to do is examine them. The most important thing to do is to examine you and question how you feel about you, your life, the world and where it is you think you want to fit.

What things do you want out of life at this point? You could have made a name for yourself in your last career and made your money, raised a family and now you wonder what to do next?

You may not even need to work. Maybe you want to work and find that last career that represents who you are. You want a career change for what it will mean to you. You seek meaningful employment more than the money.

Chances are that you continue to need the extra income, but either want to retire or quit what you've been doing for the last 20 or so years because you have had enough of it and it's time to move on. Maybe you want a part time job. Maybe you don't even know exactly what you want, but you want to explore and see if there is anything out there for you or not.

So, Why even Change Careers to begin with?

Is it because Your Job is Not YOU anymore?

In other words, has what you value in a job changed?

Did you choose your profession a long time ago, and the job became a career mismatch?

Maybe the job doesn't do it for you anymore. Maybe it's a boring, not challenging, tedious, energy draining job, etc.

Maybe there Is there no single reason other than you simply want a change. That's OK. Maybe you are just tired of doing the same thing for over twenty years. This is OK.

You could be going through a Midlife Crisis where you are beginning to question a few things about your past and present life.

Statistics show that it is not uncommon for people change careers at least three times in their working years.

Why not change careers, what's the problem?

It's not like you are Married to it, right? There are similarities though, like familiarity, security and predictability. You know what you have to deal with on a daily basis and there are usually no surprises. On second thought, Maybe in a way, we have become Married to our Jobs. But the question is, is it a happy or unhappy Job Marriage?

There is a lot to making a Midlife Career Transition happen. It's harder adjusting and doing everything related to changing your career than when you were young. Everything is harder now. Maybe you don't even feel as good as you did and do not have the energy you had. That's probably why some don't do it. The new Career takes researching, job interviews, training, returning to school, or possibly working part time in your newly chosen field to see if you like it or not. You may even be worried about age discrimination, finances for training and living expenses. It takes a lot of effort and energy. Maybe you would rather not. All this is even making me tired.

Nevertheless, How do you take an inventory of YOU if you would like to make a Career Change in Midlife, but are afraid to do so. Start Thinking about those skills or jobs you like doing. Also, think about those jobs or duties that you don't like to do so you know what to avoid. What Hobbies or special interests draw out the passion in you. Who says you can't turn a hobby into a full time job? Did you have any part time jobs you liked in the past? You can even go so far as to try to remember what it was you wanted to do when you were a kid - A Doctor, a Lawyer?

If you are over 55, you have to admit that some professions are probably unattainable, because you don't have enough time left to live. You may not want to go to school again for another ten or so years and then build up your business or practice through time - Which is another story in itself.

Thankfully, There are Careers in between - Some that require technical school training, or certification. These Careers don't take near as long to master. Again, it depends on what you are willing to do in order to get the new career you want. It is never too late to go to school for ten years if you want to, and it is your life to spend any way you wish.

  • Remember - The older you get, the wiser you have to be about where and how you spend your remaining years.

I am sure someone has decided to become a Doctor or a Lawyer when he was 55 and then began his education. Maybe by 65 he had served his internship and residence and got his degree and started his practice in his own home town. It's possible.

The question to ask yourself is this - If you really want to do something, and it takes four or more years to get there and you do not start to do it now, where will You be in four years? You guessed it, you will be right where you are right now. And, You will be wondering why you did not do it, and may regret not doing it, because you would have been done with the training and starting in the career by now.

But, if you look back and are glad you did not do it because you changed your mind about it in the meantime, then passing it up was a good thing.

If you would love to do a certain occupation, why not start training for it? What else are you doing that is better? Will you Stay in a Soul Killing Job that you are in presently, or making an attempt to get out of it through training for something else? Isn't it better to train for something new that you'll love rather than keep the same Status?

As long as you are alive, you have a Future.

Questions to ask Yourself

  • Are you a people person, or would you rather work with things?
  • Do you like working with Statistics and Data?
  • Do like to Lead? Do you like instructing others, or Teaching?
  • Are you a natural born Salesman?
  • Are you mechanical? Do you like working with your hands? Fixing things?
  • Are You Artistic?
  • Do you like working outside?

Can You See You in the Job Picture?

Thinking about those things you like to do and the conditions you prefer on the job can determine what Career Choice is best for what you are made of. Only you can know what it is you like. If you do not already know, you can find it out through taking a Career Assessment Test and choose from a list of Career Choices the Test recommends. Matter of fact, taking the test is part of being able to set career goals and plan for your new career.

Be open to new ideas from any source. I personally like to look through Mother Earth News Magazine for business and career ideas. I like reading about the do it yourself stuff on a farm, and articles on going solar. So, Pick up your favorite magazine and page through it and check out the local classifieds for business opportunities, or even employment. These are all potential Career Choices.

Investigate what it is you are interested in and passionate about. Even if you don't know what that is, investigate anyway. You will eventually find your Dream.

You have been focusing on the Money factor most, if not all your previous career and life. But From Now on, try focusing on the Fun Factor. Look to a new Career for the enjoyment of it, not the money. You may have needed more money before, because you had a family to support. Now, it may be somewhat different financially.

If you do what you love, you will be willing to work harder at it that much longer each day. It will still seem like work, but there will be a distinct difference. It will be work you love to do. You will not have to be dishonest with yourself and cover up your distaste for a job you hate doing anymore. You may already know what working hard at a job you hate brings into your life.

This way, if you are hard working and (most importantly) true to yourself and to your own happiness, the money will come later because of all your loving toil and diligence. Think about the concept of making money at something that is fun to do - Would that not be nice doing just that?

What you love attracts the same positive vibes and material conditions, what you hate brings Negativity. Stop doing what you dislike, it will never bring Success to you nor to anyone who depends upon you. There is no Success without Fulfillment.

Why not start to Be who you want to be, and do what you want to do. If you already have not done this, Try Thinking how you want to think. Not how you think others want you to. And, start doing those duties and activities that bring you the joy and the passion you've always wanted. The focus has always been on hard work. Change the focus to enjoyable work. Would it not be great if you focused on who you wanted to be and acted that out instead of focusing on deadlines based on money and people you would rather not be around?

When you find and do what you love, you will come across like minded people...You will have something in common with and be surrounded by Your own kind.

Deadlines are dead. You are alive. Change your scene. Change your life. Change your mindset. Don't let someone else define YOU. You define YOU from now on. Who do you want to be? You can be that person, you know...Only if it is true to being YOU and to who you are.

The Occupational Outlook Handbook by the US Dept. of Labor is filled with hundreds, if not thousands of Careers. Learn about each one you are interested in. More than that, seek those Career Opportunities that make you feel Passionate. Would it not be great to be so restless at night that you could not wait to get up in the morning to go to work? Well, maybe we don't want that much excitement, do we? Maybe, maybe not. At least not right away. But, you can grow into it slowly and start liking it.

We sleep a third of our lives, and work a third of our lives. With so much time preparing for work, should not work be a Pleasure instead of a dreaded chore?

After you take a Career Assessment Test and have your Career Choices in hand and have made your choice, then it is time to put a plan together. This means where the education is located, how long it takes to complete the program, how you are going to pay for it, putting together a resume, practicing up with your job interviewing skills, possibly a part time job in your chosen profession, goals and steps to achieve the same, etc.

A way to bypass job interviews and resumes etc., is to become self employed and Work from the comfort of your own home. This is the golden opportunity for those who are Midlife Career Changers. You are older, wiser, mature and solid in those things you want. And you can still find yourself through the right second and possibly last career. You may have the savings to put you through the necessary training for that work at home job.

There are many legitimate work from home businesses to choose from. There are franchises and there is also your own knowledge of a business you have already been in that you could turn into your own. Sometimes, being your own Boss can be the key to the experience of job happiness.

You may have all the responsibility, but you can still call all the shots your way. Well, realistically not everything will be your way, but you will have much greater latitude in making business decisions without having to answer to someone.

Probably one of the most important aspects of Mid life Career Change is having a plan. Equal to that is support from family and friends. They need to be behind you on this one. Without support, you will be hard pressed to make anything happen. Sell everyone on what you are about to do. Put your finances in order. Sell your plan to them. Get the right feedback you need. Make them feel good about what you are about to do. Calm their fears while Dealing with your own.

It takes time to put a Plan of Action together. A Career Guidance Counselor can help. He/She can guide you by suggesting Career Tests and even help you plan for the education, and assist you with your own job placement.

High School Superstar – College Nobody

The superstar athlete who has received every award, all the praise from fans and admirers and hangers-on now has to live up to all of the hype and produce at the college level. Many great high school players sometimes do not make the transition to college superstar status. In high school, many of these superstar athletes were the best on their teams, they showed great athletic ability, superior athletic skills and, at game time, no one could compete with them.

These athletes stood alone; they were unmatched because there was no competition for them to worry about. As these athletes compete, they gain confidence knowing that they are the best in their city and in their community. They shine head and shoulders above everyone who plays their sport. The transition to college, in their minds, will be easy because they have had it easy their entire athletic career while in high school.

These days, athletes receive so much coverage from so many places; magazines, website message boards, they are written about on blogs and talked about on TV as though they were the greatest athlete to have ever played. This type of hype can be dangerous when dealing with teenagers who have no life experience and may not be able to handle the pressure.

All of their athletic lives, they felt no pressure and they've dealt with very little adversity because, as a superior athlete, everything is given to you--everything in the sport world is easy. The transition to college can be difficult for many student athletes who have never lived away from home or dealt with the adversity because once you are at a college athletic program, all the players are good, all the players were also the best at their respective schools therefore, the competition is greater than many of these athletes has ever had to deal with--ever.

For every Lebron James who was a superstar basketball player, there are millions more who wish to be like a Lebron James but fail to achieve any level of success. All over the country, student athletes from all sports believe in their minds that they too will be a success at the college level; they believe college athletics will come easy to them just like it did in high school. Ego plays a large part in athletic failure.

When you are successful in your sport and everyone is telling you how good you are all the time, you develop a huge ego. You feel that you can do no wrong and success is given to you because of your tremendous talent for athletics. Why is the pressure to succeed in college so great? The answer is over-exposure of high school athletes. There is more media coverage of athletes than there has ever been in the history of sports.

Athletes are given rating points, they're given ranking on their athletic abilities and skills, their college programs of interest are listed everywhere and are discussed on message boards websites and blogs. The coverage of these high school athletes is so over the top, they are treated like they are a lottery tickets that some college programs try to cash in.

The pressure on a teenager is ridiculous. Many of the fans of the game fail to realize that these are teenagers and, as fans, treat them as though they are professional athletes. Having to live up to high expectations placed on student athletes from fans who enjoy sports must be incredible to deal with for some athletes. High school sports, college sports, and professional sports is all about having the best players and winning.

If you were very good in high school, chances are that you may be a success at the college level and, there is a possibility that you may reach the professional level. But what happens if you never achieve college success? Then your name is forgotten faster than you can imagine. I often wondered how the fascination with high school athletes who play sports, reach this level of over-hypeness and overwhelming exposure? I think the answer is way back in the day when there was no coverage of prep athletes. Sure, their names appeared in the papers and maybe something was said about them on TV but that was it. Much of the information about high school players 40 to 50 years ago was passed around via word-of-mouth.

From game to game the fans would talk about their favorite high school player and this created buzz in the high school athletic community. At your school, you were the "big man on campus" so to speak; everyone knew your name, new what you did in the last game and that started a conversation about players at your school versus players at other schools.

The conversation about which players in high school were better became a fascination of fans that enjoyed high school sports. Back in those days, there were not a lot of print publications dedicated solely to prepl sports. As the fascination of sports grew, various publications started to cover these athletes because of the success many of them were having in high school and college. As there was more involvement in sports from our young men and women, there came a greater need to know who these athletes were and who was better.

The fans wanted to know where they were going to college and the hype of student athletes grew into what it is today. For many athletes, were viewed as their ticket to college success. A college scholarship carries the status of successful athlete. Keep in mind, every athlete who plays a sport in college does not receive a scholarship. The pressure to get an athletic scholarship for some is huge because if you receive a full college scholarship to a major university you're viewed as a success. If you fail to receive a college scholarship, in some communities, you were viewed as a failure.

Therefore, the pressure to succeed in high school is greater because of the expectations placed on these athletes from the hype machine that covers the high school athletes. Parents have been known to place unnecessary amounts of pressure on their kids who happen to possess superior athletic abilities and parents understand the importance of receiving a full athletic scholarship. Many parents will invest thousands of dollars into their child's athletic future if they believe they have athletic talent to reach the college level.

Parents understanding the value of a college scholarship and will put their hard-earned dollars into their kids looking for a return on their investment.

The investment is years of summer camps, specialized training camps, personal coaching, equipment, supplies, travel--all of this is a huge investment for many parents and these same parents are looking for a huge return on the money spent. Most investing parents feels that they were somehow cheated by high school coaches whose job it is to coach their sons and daughters to become better athletes so they can reach a college level and, when that is not achieved, these parents are very upset and angry.

High school athletes: just that name alone carries added responsibilities and pressure. When those expectations fall short at the college level, the added responsibilities of these athletes are quickly forgotten. These high school athletes when entering college athletics, I believe, are somewhat unaware of the vast level of talent at the college level. Many student athletes believe that high school success can translate into their college success. The commitment that is placed upon studentl athletes who enter into major college athletics is huge. In high school, you went to class every day, you practiced after school and you went home and when the season was over, that was it-the season was over and you moved on to something else.

At the college level when the season ends, it's really not over.

There are still training sessions, workout sessions, weight-lifting, studying, etc. The demands on a college athlete are enormous and there is very little free time with all the requirements and commitments that a college athlete must keep. Many college programs are practicing 20 hours a week, which is equivalent to the college athletes having a part-time job but, these athletes are not paid. During the college season, the pressures of a high school athlete who enters college can be daunting.

There is a pressure to prove that you belong in college and as an incoming high school superstar freshman, the expectations for them to perform can be overwhelming for some. Keep in mind, even at the college level these are still young people who are still learning their way in the world and may not be able to deal with certain things. We all remember their names once they become a success in college but we forget their names if they fail to reach any level of success.

Oftentimes, athletes will experience burnout. This is brought on because they were unable to live up to the high expectations placed on them by so many people. High school athletes and the college athletes who did not reach a high level of success will quit the game because of the enormous pressure placed on them their entire athletic lives.

It is not easy to be a superstar at the high school level. Any student athlete with some level of talent will, of course, want to compete at the Division I college level; anything less means they're not that good anyway and this is the mindset of most athletes who have reached some level of success. The mindset of some high school athletes is, "If I can't play D-I ball, I don't want to play at all!"

Just imagine an athlete who has the size, the ability and talent but ends up being under-recruited by college programs; just think of the embarrassment that athlete feels or how that athlete's parents, who have invested thousands of dollars, feel when that athlete does not reach the Division I level. Many college athletes will find it easier to quit and give the excuse of burnout than to play college athletics in a lower level college program. The road to big-time college athletics is littered with athletes who've never reached any level of success.

The Easy Way to a Stellar Resume

The rules have changed. Shopping for employment is a hybrid of automated filter applications, on-line search engines and good old fashioned human interpretation. To be effective you need to make sure that your resume is designed to perform in all of these areas. In the hunt for a new job, a better job, or just keeping your Resume current, use these ten simple steps to draft a stellar resume.

1. Create a Personal Portfolio

This is the easy part. Begin by making a list of accomplishments, education and previous positions. This is your own private list. Do not be concerned with the order or the appearance. You can use scratch paper, word processor or collection of documents. Gather, create, collect and document your history with important facts, figures and milestones. Collect the relevant highlights from your life, education and career.

2. Choose a Standard Outline

Select a standard Template to use as your outline. Resist the urge to be creative or unique in the format of your resume. Do not waste time with colorful bullets, images or watermarks. Why? Web sites like Monster.com and CareerBuilder.com provide the option to upload a resume in standard format and can automatically identify job titles with associated accomplishments. Your resume gets cut and spliced into pure text data and loaded into a "Monster" database that can be accessed by recruiters, human resource departments and agencies. Many companies and organizations either use the on-line database application or have similar software for managing the pure text from resumes. These filters do not support colorful bullets, images, icons or watermarks. If you do not want to spend your time copying and pasting pure text for every on-line opportunity, then make your life easy and use a standard template.

3. Work Backwards

The typical resume starts with a short paragraph about you, followed bullet by points of your highlights, and then lists your career starting with your current or latest job. While that is meaningful to a potential employer to see the most current and relevant information first, it is opposite of the order of events. Most people tend to reflect on their life with greater precision in chronological order, like a story unfolding and progressing through the eyes of your memory.

Start at the end of your resume and work toward the beginning. This will enable you to follow your own career path and build up to the current status. It will make more sense to you as you put it together. Like building blocks of personal development, it will make more sense to someone reading the final product and understanding how you got to where you are today.

Start with your education. Then update the bullet points for the first job or oldest career position that you are going to include. Keep working forward in time, from the end of your resume to the beginning. Pay attention to how the responsibility and experience of each position contributed to the success of the subsequent one.

4. Concise, Precise and Measured

Bullet points with short sentences and specific measurements are excellent. For each job, use a series of bullet points to make your statement. Punctuate the highlights with measurements. "Good sales skills" should be "Increased sales 45% in first Quarter", "Increased sales 15% year-over-year" or "Directed Regional Sales Growth of 7% in Sixteen Months". Service related measurements may be related to "Improved Customer Satisfaction from 87% to 95%", or "Managed a Call Center with less than 2% Abandon Rate". Accounting and Finance may include estimated average size of portfolio managed, outstanding receivables in days, or similar measurements. Dates, Completion and Milestones are also a method of measurement. The bottom line is that every position can be measured. Identify measurements and provide quantitative details.

Do not make up measurements. Include the data if you have it or you are confident in the accuracy. Do not make up numbers if you do not know them. Use bullet points to be concise, do not use paragraphs. Avoid using "I" or "We". Use personal accomplishments with supporting data.

5. Select Your Highlights

Select highlight from your personal portfolio. These may or may not be included in your career bullet points. You can emphasize specific accomplishments from your career, or you can use this opportunity to highlight outside achievements. For example, this might be your opportunity to mention volunteer work for charitable contributions. Use highlights to draw attention to specific individual talents, skills and experience. Highlights should also be listed in bullet form, above the individual career descriptions.

6. Keywords and Buzzwords

Above the bulleted Highlights, create a section of bulleted Keywords and Buzzwords. What are keywords and buzzwords? These are common words associated with your desired profession. For example, a programmer might include reference to "UNIX", "LINUX" or "ORACLE". An administrative assistant might include expertise in "WORD, POWERPOINT, EXCEL", or the number of "WPM". If you know which skills, tools, degrees or experience are relative and important for your profession, then be sure to list your capabilities. Do not take this for granted or assume that this is common. The recruiter and employer can not assume that all applicants have the necessary skills, so make sure that you include as many as possible.

Why is this so important? The on-line tools and application filters will search your resume for keywords related to specific jobs, just like search engines search for keywords to identify relevance in a web page or web site. The more matches to keywords, the higher your score. Typically the highest scores are used to select individuals for personal interviews, and the lowest scores are discarded before a human ever reads the resume. To avoid being discarded by an automated attendant, improve your score with relevant keywords.

7. Make Your Own Headlines

Create a short paragraph to define yourself and use this as the opening of your resume. It should only be four or five sentences long, chock full of keywords and buzzwords. Use action verbs like "Managed", "Directed", "Accomplished", or "Achieved". These are sentences, not bullet points. If you get beyond the automated applications and filters, this will be the first thing that a person reads. You never get a second chance to make a first impression, so summarize yourself in the opening paragraph in such a way that the reader would be compelled to scan the rest of your work history in you resume.

8. Add Spice

Review the entire document from start to finish. Modify your bullet points with action adverbs and exciting adjectives where appropriate. For example, "In charge of four employees, reduced expenses 12%" can be more effective and exciting worded as "Managed a dynamic department that dramatically reduced overall expenses by 12%". Which description sounds more appealing and energetic to you?

Read each sentence as if you were the big voice of a radio announcer. If the bullet points sound exciting, then you have written them well. If the description sounds ridiculous in your big announcer voice, then you might need to write the bullets again. Just in case, don't use that big announcer voice in public until you are really confident about your resume.

9. Check Your Name and Contact Information

Make sure that it is easy to find your name, email address and phone number. It would be a shame to have a stellar resume that is a perfect match for the job of your dreams, and the employer can not get in touch with you. Don't laugh, it happens. Make sure that your name, email and phone number are prominently visible on both pages of your resume.

Do not include personal or private information like a social security number. Do not use more than two pages for your resume, no matter how many jobs you have worked. If you are using a professional resume format, you will be prompted for placement of your contact information. Make sure that it is your contact information on every page.

10. Review and Repeat

Review your resume for correct spelling, grammar and punctuation. Nothing says careless better than a resume that is full of errors. I have seen managers promptly discard resumes due to spelling or grammar. The resume is a reflection of you, and the employer assumes that you took time to craft this document with great care. Your future opportunities may be based on your resume, so it should be treated that way. If you do not have confidence, then it may be well worth the investment to hire a professional to correct these errors and spice up the document for you. Consider it a one time investment that will bring you continual rewards by earning a better job and better pay.

Once you have a resume that gives you satisfaction and confidence, then it is time to change it. Save that version of your resume, and make another copy that you can modify with a different theme. Use the copy of your resume to change keywords, buzzwords and highlights from a different perspective. In many cases there are aspects of your experience that may be more closely associated with different job markets or industries. Adjust the language of your resume according to different job markets so you can submit a fitting resume to a target position. Do not try to make your resume "one size fits all", but rather make several variations of your resume with different themes.

Do not distribute a list of references unless asked. References should only be presented during an interview, not distributed in advance.

Ask permission from each person to be a reference for you. Do not ever list someone without prior consent. Employers are obligated to call and verify references, and you do not want it to be a surprise.

Be courteous to the people who are generous enough to be a reference, ask them for a written endorsement or letter of recommendation. This enables the reference to endorse your capability or experience without the interruption of a phone call until it is time for an employer to check and verify references. Prepare for Your Interview

Abolishing Car Taxes

The car tax is the last vestige of an abusive and long ago discarded tax system. It's the old personal property tax - when the tax assessor pawed through your belongings and told you how much you had to pay to keep them. The USA and European Commission are currently calling for significant changes in the way passenger cars are taxed. The intention is to gradually apply the user pays principle to motorized transport. According to DG TAXUD, the envisioned taxation system will ensure a more appropriate internalization of the external costs of private cars - an important principle for which T&E has long been arguing. Taxing the actual use of private cars is an important step towards sustainable transport. But charges on car user ship ought to complement the already existing taxation of car ownership, and not just replace it. A full internalization of all environmental costs of cars must recognize the problems that result from the still growing sum total of cars on national and international roads. Road capacity in many regions has reached its limits - a fact that is most illustratively expressed by the continuous congestions on national highways and trunk roads. Capacity limits are reached as well in almost all urban areas, where evermore space is consumed by car-infrastructure such as parking spaces, car-dealers or car repair-, maintenance- and washing-facilities - not to mention streets themselves. Therefore a taxation system is needed that restricts both private user- and ownership by making sure that road passenger transport pays for its external costs. The positive response with which carmakers have welcomed (and had lobbied for) the abolition of registration taxes illustrates how auto-friendly the proposed legislation eventually may be. This, however, means that transport in general will not become more expensive - but that the sector will just pay differently and still not properly.

Thus to create harmonization it will make the economy more efficient, but does not automatically entail environmental improvement. As they stand now, the plans of the Commission to replace Registration Taxes by Annual Circulation Taxes may partially reduce private car use and thus lower the annual emissions of a single car. However, they will not provide any incentive at all to refrain from owning a car. In fact, the opposite is the case, because abandoning registration taxes will further stimulate the production and consumption of cars. This will be most tangible in countries like Denmark that were able to limit the growth of motorization rates and maintain a "greener" modal split by ways of higher registration rates.

It is to be noted that The Government has announced that with effect from 6 April 2002, the basis of taxation on cars provided by employers for employees' business and private use, will be changed to an emissions based system. Pool cars, provided for business use only, and which are returned to site at the end of the working day are currently not liable to benefit in kind taxation, and this will continue to be so. Carbon Dioxide (CO2) emissions will be used as the measure to calculate benefit in kind taxation on company cars from that date. A tax discourages economic activity, such as work or investment. The tax is cut, leading to increased economic activity. Liberals then assume that previous rates of tax would still be collected at the higher rate of activity -- which, of course, only came about because of the lower tax rate -- thus depriving the government of vast revenues it is justly entitled to. It makes no difference to them that economic activity often expands by more than tax rates are cut, thus increasing total revenues. Liberals always still believe that even more would have been collected if only tax rates had not been cut. In the case of the car tax, liberals assume that additional cars would have been purchased anyway, without any change in the tax. And by multiplying the old car tax rate times the larger number of cars registered, they come up with mythical revenues that could pay for more teachers, police, and roads.

Thus, in this paper, we discuss the abolition of car taxes rule in context of California - one of the major and highly populated city of United States of America.

History: In 1935, the Motor Vehicle License Fee Act established a state car tax of 1.75 percent of the value of an automobile in lieu of the personal property tax then assessed on all personal property. The taxes collected under this act were limited to state purposes, including highways. The personal property tax was subsequently abolished, but the car tax remained. In 1948, the fee was raised to two percent. In 1957, the law was clarified to limit the use of these funds for law enforcement, regulation and control of highway traffic, and other state purposes.

In 1988, the law was amended to allow the use of car taxes for any purpose, and in 1993, 25 percent of the funds were earmarked for realignment of health and social services programs. Thus, any linkage between the car tax and roads was obliterated. Worse for taxpayers, in 1991 California's car tax was radically restructured to provide additional tax resources to balance the state budget as part of an $8.2 billion increase in taxes and fees that year. Prior to 1991, automobile owners were charged on a ten-year depreciation schedule, based on the original purchase price of the automobile. The 1991 legislation made three dramatic changes. First, the depreciation schedule was stretched from ten to eleven years. Second, the act provided for a permanent tax on fully depreciated automobiles amounting to 0.3 percent of the price in perpetuity beginning in the 11th year. Third, the new law triggered a restarting of the depreciation schedule, virtually assuring that very few cars would ever reach the bottom of the schedule. The net effect was a $60 per year increase in the VLF paid for an average car.

Another historical note about the 1991 tax increase is also relevant to this discussion. The overall tax increase that year was the largest by any state in the history of the nation. According to revenue estimates made at the time, the entire package amounted to $8.2 billion in additional taxes and fees, or roughly $1,100 per family. The tax increase, enacted in the midst of a recession, broke the back of California's economy. Although some of those taxes were repealed or expired, many are still on the books. Thus, California's Vehicle License Fee began as a substitute for the personal property tax. When the personal property tax was abolished, the tax was maintained under a new name. It was originally limited to state purposes, principally for highways and highway-related services. Today, it is devoted to purposes entirely unrelated to highways. It now consumes $3.3 billion of California family earnings, at a time when they are paying $3.6 billion more than they would have paid without the 1991 tax increases.

Meanwhile, the onerous and outdated automobile tax has proven to be highly unpopular across the country. In the 1997 Virginia gubernatorial campaign, Republican James Gilmore's campaign was stalled until he unveiled a proposal to abolish Virginia's car tax. Gilmore won a dramatic victory for Governor and swept a majority of Republicans into the Virginia state Senate. He has now set about to fulfill his signature campaign promise, backed by an overwhelming mandate from Virginia voters. Meanwhile, in Texas, Democrat Gary Mauro is campaigning against Republican Gov. George Bush, Jr., on a platform to abolish the state's sales tax on motor vehicles. Bush opposes the plan. In Georgia, Republican Guy Millner has proposed ending that state's car tax for a saving to taxpayers of $475 million. In South Carolina, Gov. David Beasley proposed in his State of the State address last month to phase out the car tax over a period of six years.

Abolishing the Car Tax: AB 1776

A car represents security of transport. Even if public transport is adequate for most journeys, people still want a car for the odd occasion or emergency. There will always be places and times when public transport doesn't run. The Government could make a contribution immediately by abolishing car tax and increasing fuel taxes to offset the loss of revenue. This would have the added benefit of doing away with an absolutely pointless and tedious administration system. The point is that public transport will never be able to emulate the flexibility of private transport and that at present the car has so many advantages.

The Virginia experience makes a strong case for California to abolish its car tax. By doing so, California could reduce the overall level of taxation to what it would have been without the tax increases imposed during the 1990's, while still providing for some $14 billion in additional general fund revenues in the last eight years. It would abolish a tax that long ago ceased to bear any resemblance to its original purpose and intention. It would remove a strong disincentive in current law that keeps motorists from shedding older, higher polluting automobiles. It would provide a significant spur to economic activity by reducing the cost of new vehicles in California. It would reduce costs to California families of what is a practical necessity in the Golden State: the family car. The problem in doing so is the built-in special interests that depend on the tax. A $4 billion saving to taxpayers is also a $4 billion cut in the governor's proposed budget. In this case, the beneficiaries are local government budgets, which are still recovering from a multi-billion dollar raid by the state government in 1992 and 1993. In order to back-fill this amount, reductions in the proposed state budget would have to be taken from non-education funds under constitutional provisions enacted by Proposition 98. The "non-98" side of the budget also funds the Department of Corrections, a sacred legislative cow.

In abolishing California's car tax, it would be a desirable policy and a practical necessity:

 To hold local governments harmless by back-filling their losses with state funds

 To work within the revenue projections of the Department of Finance

 Not to affect Proposition 98 funds for schools

 Not to affect the administration's proposed funding for state prisons

 Not to affect the administration's proposed budget reserve.

The next question is how the funds should be preserved, protected and restored to local governments to replace the VLF taxes they will be losing. This is a particularly important question, since Proposition 47 of 1986 constitutionally earmarked VLF subventions for local governments, providing a relatively tamper-proof and expanding source of local revenues. Even though VLF subventions could be redirected away from local governments in future budgets simply by using them to supplant other sources of local funding, a suitable replacement to the VLF is an understandably important objective of local government.

AB 1776 establishes a strong protection against state government raids by phasing in a dedicated portion of future sales tax revenues to replace the lost VLF subventions. To protect against anomalies occurring between high-sales tax and low sales tax communities, the replacement revenues are placed into a dedicated state sales and use tax account that will replace lost VLF subventions on a dollar-for-dollar basis. When fully phased in, the sales tax rate required to replace the lost revenues will lock, and the subventions from the fund will naturally expand as the economy expands. Indeed, this reform greatly enhances the flexibility of local governments to use these funds by eliminating the straightjacket effect of the 1991 re-alignment legislation. Furthermore, to provide additional protection for local governments, the sales tax provisions of AB 1776 will be placed in a "Local Government Independence Act," a constitutional amendment to be introduced in the Assembly later this month.

Californians pay the third highest combination of automobile taxes in the nation, and they pay $3.6 billion more in overall taxes than they would have without the net tax increases of the 1990's. The largest portion of the automobile taxes is the Vehicle License Fee, also called the "car tax," accounting for an average of $185 per automobile annually. None of this money is used for highways or highway-related services. It goes instead to local government general funds and local health and social services programs. Abolishing California's car tax would make California families whole for the massive tax increases they suffered in 1991. In this period of economic growth, abolition of the car tax could be done while protecting local government from any revenue loss, preserving state funding for schools and prisons, and maintaining the proposed budget reserve. It would require an overall reduction in the 1998-99 proposed general fund budget of just 9/10ths of one percent, or no budget reductions at all if additional revenues materialize in the May Revise.

The state's booming economy makes it possible to abolish the tax without touching the state's school budgets or even the growth rate in the schools' funding guarantee. The bill to abolish the tax even protects local governments from any revenue loss; it replaces every dollar lost through the car tax with an equal amount from the state's share of existing sales tax revenues. To answer local government concerns that the replacement fund might be reduced in future years, a constitutional amendment has been proposed to protect against raids by future legislatures. In response, on 1997 Virginia voters just delivered a resounding mandate for abolishing the car tax in that state by electing James Gilmore, who made that objective the signature theme of his campaign. The support for abolishing the car tax from an impressive coalition of taxpayer groups suggests that strong organizational structure exists for taxpayers to channel their outrage at California's abusive car tax.

Putting the real cost of using a car before the commuter might change a lot of minds and, incidentally, is a lot more democratic than road pricing where a flat rate will have to be paid to get into the city center. The good news is that California is enjoying a period of economic expansion. A combination of projected revenue growth and a one-year postponement of new social spending while meeting all of the above criteria can accommodate a five-year phase-out on the car-taxation. It is now established that even a much reduced rate of economic growth than California is currently experiencing would be more than enough to cover the phase-out of the car tax, without affecting Proposition 98 funding guarantees.
